DON COOPER

Don Cooper is the Principal of Critical Project Delivery, where he helps organizations turn complex logistics and construction challenges into successful outcomes. With more than 20 years of experience, Don has built a career at the intersection of operations and capital project management, with the last decade focused on leading large-scale facility and infrastructure projects.
Don’s career began in operations with Exel and DHL Global Forwarding, where he managed startups for new customers that often required building or retrofitting distribution centers. At Li & Fung Logistics, he was promoted to General Manager of West Coast operations, overseeing multi-site storage, fulfillment, and transportation. His passion for capital projects was realized at Harbor Freight Tools, where he directed dozens of initiatives: building six new distribution centers up to 1.6M sq. ft., installing full-facility HVAC systems in live operations, and modernizing conveyor controls without disrupting daily throughput.
With expertise spanning building construction, distribution center automation, regulatory compliance, and public/private infrastructure, Don has earned a reputation for leading projects that strengthen operations while protecting business continuity. He founded Critical Project Delivery to bring this experience to retailers, 3PLs, manufacturers, and real estate developers who need projects executed with precision and confidence.
